c588672b93 Add support for checks reuse 
Specifically:

1. A check's option name can now be marked as "unprefixable": `// <NAME>!`.

2. A check can now list a number of base checks: `// <NAME> : <BASE>...`.

3. Duplicate options are now automatically suppressed.
